A sprawling metropolis, with a population stretched too thin. It is a city that has lost much of it's life and is held going purely by inertia.
The population is still going, close to 900 years after their empire was at its height, but with a tiredness that has worn them down. They still follow the old traditions and believe the things their parents did, enacting the same centuries old rituals with no real vigor.
Law is upheld by force and magical means, with harsh punishments for the few desperate enough to break it. That said, the law-keepers are few in number, so many minor infractions usually go unpunished up to a point.
The city and its provinces are ruled by the immortal king, an enigmatic figure that is rarely seen, and never so without his entourage of advisors and royal guard.
Even with the general decay of civilization, the city is one of the safest places on the continent, given that you accept the rule of the king. Invaders from both neighboring regions and from more exotic extraplanar forces are kept in check, and stability is achieved.

Residential Districts
Most of these are close to abandoned, with a severe surplus of housing compared to inhabitants. These houses are in disrepair, but as the predominant building material is stone, many of them are still standing even after having been abandoned for centuries.
A large portion of a city district that has partially or indeed fully sunken due to general decay and tectonic activity. A feature that have been utilized by Aquatic Elves, some merfolk and a myriad of other non-sentient aquatic lifeforms. It has likewise granted the inhabitants access to fish and transport mediums for cargo.

Outlying regionss, located along the edge of the caldera.
Segmentum Sedis Cogitum
The Throne of the Ghost King, and center of power for the entire metropol. Much more than just the actual throne, but as it is the symbol of the ruling force, it gives its name to name the district.
Large parts are dedicated to parks, monuments and high status residences. These surround the central keep, containing the throne and reception hall for diplomatic audiences.
